Mixed-use developments play a crucial role in enhancing the vitality and livability of communities. For our mixed-use projects, the site selection process intentionally focuses on several factors including proximity to public transit, walkability, economic feasibility for a variety of product types. Above all, our highest priority is placemaking and we strive to create destinations that are active from day-to-night by serving the widest variety of uses. Our properties are purposefully branded and activated for both tenants and visitors so that all their needs are met; whether living, working or playing. Presidio Bay’s leadership team has significant experience working with the Real Estate Acquisition Division of the U.S. General Services Administration (GSA). Collectively we have sourced, negotiated and executed the purchase, sale, or lease of more than 850,000 sq. ft. of space for the development of mission-critical facilities for the U.S. government - including labs for the analysis of forensics, ballistics, drugs, currency and digital evidence as well as law enforcement, security and military intelligence facilities. In total, these properties represent over $450 million in project costs.
As a result of these efforts, we have intimate knowledge of the GSA real estate market, federal agency lease structures, technical build-out specifications, operational costs and a wide network of contacts within this niche from which to source and underwrite investments. Presidio Bay invests in stabilized, federal government-leased assets around the country and this component of our investment management business offers a fixed-income yield platform to our clients.
In addition to working directly with government agencies, Presidio Bay also undertakes an advisory role for institutional owners involved with pursuing government tenants, by providing guidance and insight to the entire ownership team, including asset managers, counsel, lenders, brokers, and property managers. K. Cyrus Sanandaji
Managing Principal
K. Cyrus Sanandaji serves as the Managing Principal and Founder of Presidio Bay Ventures, currently leading a $5.6 billion projected value portfolio, spanning 5.3-million square feet across 39 assets. Cyrus is actively involved in all aspects of the company’s operations, overseeing strategic planning, business development, fundraising, capital markets and team building. Most recently, Cyrus was responsible for the delivery of Springline, a 6.4-acre mixed-use development in Silicon Valley’s Menlo Park.
Growing up in Dubai, Cyrus watched the city transform from a fishing port to a global city, inspiring his passion for the built environment. Following graduate school, Cyrus joined the Real Estate Acquisition Division of the U.S. General Services Administration (GSA). He sourced, negotiated and executed more than $400 million in lease transactions for the development of mission-critical facilities for the Federal Bureau of Investigations, among other agencies.
In 2012, Cyrus founded Presidio Bay, bringing his global perspective to thoughtful placemaking, urban revitalization and user-centered design. Presidio Bay’s pipeline includes several ground-up creative office developments, advanced life science projects in San Francisco and San Carlos, and high-profile mixed-use developments spanning the west coast.
Cyrus holds a master’s degree from St. Antony’s College at the University of Oxford and a bachelor’s degree in International Relations with highest honors from the University of California, San Diego. He is fluent in five languages and earned professional designations such as LEED-AP (BD+C), CCIM and PMP. Cyrus is an outdoor enthusiast and adventure seeker, spending much of his free time skiing, kite surfing and running around the Bay alongside his family.
Kabir Seth
Principal
Kabir Seth serves as a Principal at Presidio Bay Ventures. He is actively involved in all operations including new business development, financial underwriting, entitlements, community outreach, asset management, project accounting and investor relations. Kabir also leads the continued growth and development of the Presidio Bay Real Estate Development Scholarship Program , which provides young professionals from underrepresented communities a variety of educational, mentorship, and professional development opportunities via a curated and experiential 10-week learning program.
Prior to joining Presidio Bay, Kabir was a member of the Structured Finance Team at SolarCity, now a subsidiary of Tesla, Inc., where he structured more than $300 million in asset-backed debt, including the first publicly rated securitization of solar asset receivables. Kabir started his career in technology investment banking at GCA Global (now Houlihan Lokey), where he focused on private capital and M&A advisory work.
Kabir studied at the University of California, Berkeley (UCB) where he completed his degrees in Economics and Mathematics. Originally from Dubai, Kabir enjoys the urban and cosmopolitan lifestyle of San Francisco where he has made his second home. When he isn’t working or with family, he can be found on the golf course, running, surfing, or enjoying a variety of outdoor recreational activities around the Bay.
Elizabeth Arce
Director of Portfolio Management
Elizabeth (Beth) Arce serves as the Director of Portfolio Management at Presidio Bay Ventures. In this role, Beth is responsible for onboarding assets to the company’s management team by ensuring each upholds the company standards set forth in terms of accounting, financial reporting, and operations management. Additionally, Beth is responsible for developing strategic business plans for stabilized assets, determining leasing strategies and capital needs, and overseeing property level staff and operations. Beth leads a growing team of both internal and external stakeholders.
Beth brings more than 14 years of real estate experience to Presidio Bay. Prior to joining the firm, she served as the Director of Real Estate at Monarq, Inc. where she was responsible for the overall management and direction for the firm’s office and industrial portfolio. Prior to Monarq, Beth gained industry experience in Property Management at Jones Lang Lasalle, overseeing a portfolio of 10+ shopping centers. Prior, Beth served as Asset Manager for U.S. General Services Administration where she managed a portfolio of 45 Federally Owned assets.
Beth earned a bachelor’s degree in Business Administration from the University of San Francisco and holds a CA Real Estate Salespersons license. When she’s not at work, Beth can be found hiking, playing tennis, riding horses, or spending time in the mountains.
Matthew Berglund
Director of Design
Matthew Berglund serves as the Director of Design at Presidio Bay Ventures, overseeing all design, planning, and engineering processes from ideation to fruition. As an accomplished architect, Matthew is focused on the development of high-performing buildings and the elevation of design culture within organizations.
Matthew brings two decades of experience in comprehensive building design and active construction management to the firm. Prior to joining Presidio Bay, Matthew served as Associate Principal at Handel Architects in San Francisco, leading the design and execution of multi-family, hotel, and office projects with exceptional proficiency in urban mixed-use and high-rise developments. Prior to that, with Goettsch Partners in Chicago, he was instrumental in the establishment of the firm’s Middle East operation and the completion of significant projects in the region, including the Abu Dhabi Global Market Square.
Mr. Berglund holds a Master of Architecture degree from the Illinois Institute of Technology in Chicago. He is a licensed member of the American Institute of Architects, a LEED Accredited Professional, and a member of the Council on Tall Buildings and Urban Habitat.

Romain is a Property Manager at Presidio Bay Ventures where he is responsible for understanding the full picture of each asset including its physical and financial health, creating and maintaining positive tenant and vendor relationships, performing routine inspections, and managing vendor bidding and project timeliness. Curious and innovative, Romain has over six years of experience in property management.
Previously, Romain was an Assistant Property Manager at Jamestown Urban Management where he assisted in the day-to-day oversight of class A office space, ensuring timely and consistent collection of rents and prudent management of operating costs. He prepared yearly operating budgets for multiple projects to ensure a smooth operating process and identified potential liabilities in previous iterations. As a graduate of the University of San Francisco, Romain is a long-time local to the San Francisco Bay Area and a strong contributor to PBV’s dynamic team of innovative thinkers.
Charlie Daly
Acquisitions & Development
Charlie Daly is the Acquisitions & Development Analyst at Presidio Bay. In his role, he is responsible for spearheading new business development, overseeing project execution from conception to completion, managing and optimizing the performance of assets and streamlining business operations.
Charlie brings a strong background in real estate finance to his role. Prior to joining Presidio Bay, he worked as an analyst in Duff & Phelps’ Real Estate Advisory Group, where he delivered comprehensive valuation and advisory services to REITs, hedge funds, and private equity clients. His expertise spans acquisitions, dispositions, financial reporting, and strategic planning, ensuring precise and informed decision-making for his clients.
Immersed in the dynamic environment at Presidio Bay, Charlie is gaining experience in all facets of commercial real estate acquisition and development across a diverse range of asset classes and geographies. He thrives in learning from a talented team of colleagues who bring a wealth of expertise in design, construction, entitlements, project management, and marketing.
Charlie received a bachelor’s degree in finance from Providence College. When not at work, he enjoys running, playing golf, cooking new recipes, and attending live music shows.
Lindsey Fisher
Director of Marketing
Lindsey Fisher manages Marketing & Brand Strategy, overseeing the firm’s corporate and individual project marketing including product positioning, branding, outbound messaging, public relations, and scholarship operations.
An integral part of Presidio Bay, Lindsey utilizes her network to strengthen and expand the firm’s portfolio and brings over 12 years of expertise in commercial property management, marketing, and ground-up development. She is a driving force in executing successful branding campaigns for Presidio Bay’s mixed-use, commercial, and residential development projects. In addition to managing Presidio Bay’s marketing, Lindsey works collaboratively to ideate, coordinate, and execute the company’s annual Presidio Bay Real Estate Development Scholarship Program, a philanthropic effort that was launched in 2021.
Prior to joining Presidio Bay, Lindsey served as a member of both the Development and Asset Management teams at Pacific Eagle Holdings, the U.S. division of a public Hong Kong-based builder, Great Eagle Holdings. Lindsey got her start in real estate at Cushman & Wakefield, where she managed one million square feet of Class A office and amenity retail in San Francisco’s Financial District.
When Lindsey is not working, she can be found running and hiking with her dog Benny or getting in a workout on her Peloton.
Liz Helmer
Acquisitions & Development
Liz Helmer serves on the Acquisitions & Development team and is responsible for driving new business development, project execution, asset management, and business operations. With 9 years of experience leading strategic initiatives, Liz’s expertise lies in leading projects and acting as a creative problem solver.
Most recently, Liz was the Investments Manager at Unico Properties where she focused on sourcing, capitalizing, and establishing and executing business plans on behalf of numerous investment vehicles and product types across the West Coast. Liz’s primary area of expertise lies in land assemblage, value-add and opportunistic developments, repositionings, or adaptive re-use of office, industrial, and mixed-use projects. Additionally, Liz has held a variety of positions within the industry including asset management and debt brokerage.
Liz earned a bachelor's degree in finance from Linfield University. When she isn’t working, Liz enjoys snow activities, hanging out with her dog, Kota, and being outside.
Catrina Lemesany
Project Executive, Design & Construction
Catrina Lemesany serves on the Design & Construction team and is actively involved in decision-making processes throughout construction and development phases, from entitlements to the design plans to create high density, mixed-use, in-fill and adaptive reuse commercial buildings.
Bringing more than 10 years of experience to her role, Catrina seamlessly coordinates with team members to ensure projects are successfully delivered on time and within budget. Specifically, Catrina excels at creating and implementing comprehensive construction management platforms and workflow procedures to ensure the team can efficiently share best practices and access project details.
Prior to joining Presidio Bay, Catrina served as a Project Manager at The CRE Group, where she represented real estate investment trusts and owners and was the lead on tenant improvement build outs.
Catrina received a degree in Interior Design from Arizona State University. When she isn’t working, you’ll find her baking or catching up on the latest interior design, furniture and architectural trends.
Harris Levin
Acquisitions & Development
Harris Levin serves on the Acquisitions & Development team, driving business development, project execution, asset management and business operations.
Harris brings over eight years of real estate investment management experience to the firm, most recently leading Acquisitions and Asset Management for the West Coast Region at Gemini Rosemont. He managed Gemini’s $700+ million portfolio consisting of nine buildings across four investments totaling 1.1 million square feet. His experience includes sourcing, underwriting and presenting prospective investments throughout the Bay Area and Pacific Northwest, including managing $700+ million. He is also adept in leasing strategy and negotiations, loan draws, annual budgeting and investor reporting.
Harris earned a double major in Economics and Mathematics from Pomona College in Claremont, California. He is a part of the National Association for Industrial and Office Parks (NAIOP) San Francisco and Silicon Valley Chapters. When he’s not at work, Harris enjoys spending time playing soccer, snowboarding, running, traveling, craft cocktails and fine dining.
Courtney Levy
Corporate Administration
Courtney Levy serves on the Corporate Administration. As a highly dependable and organized professional, Courtney assists with important day-to-day tasks and projects for the firm, ranging from corporate document preparation and bookkeeping needs to meeting coordination and more. She loves the company culture at Presidio Bay and enjoys being a part of a thriving, passionate team.
Prior to joining the firm, Courtney served as the Director of Operations for a real estate agent that produced more than $27M annually in residential units sold at Berkshire Hathaway Home Services. Courtney was responsible for managing contracts for compliance, coordinating open houses, staging and the launch of new listings. She also functioned as the liaison between the client and agent, providing timely updates to the sellers on their home’s performance – an experience that was a turning point in her decision to pursue a career in real estate services.
Courtney received her bachelor’s degree in Exercise Science from Lebanon Valley College. She also holds an Intraoperative Neuromonitoring certification from the Bloomsburg University of Pennsylvania. Outside of the office, she enjoys the outdoors and running with her pup Maverik.
Heather Loizos
Accounting
Heather Loizos serves on the Finance & Accounting team. Heather oversees all day-to-day accounting for the firm, working with portfolio management, acquisitions and development and multiple accounting teams to handle financial statements, required filings and accounts payable and accounts receivable.
With over 20 years of accounting expertise, Heather has been integral in structuring the firm’s growing accounting needs and ensures that all of Presidio Bay’s finances are running smoothly. This includes maintaining well-kept records and staying ahead of the financial requirements needed for each property. Prior to joining Presidio Bay in 2012, Heather held various financial positions in mobile entertainment and golf course management.
Heather received a bachelor’s degree in Business Administration from the University of Arizona. When she’s not at work, Heather enjoys raising her two daughters, experiencing the outdoors and spending quality time with family and friends.
Brandon Madison
Director of Property Management
Brandon Madison serves as Director on the Portfolio Management team. In his role, Brandon oversees all aspects of site operations for Presidio Bay’s commercial portfolio, notably their mixed-used development, Springline, which brings innovation and a service-oriented lifestyle to its surrounding community in Silicon Valley’s Menlo Park.
Brandon has over 16 years of industry experience with extensive knowledge in team development and nurturing client relationships. He is solution-oriented, a critical thinker and collaborative – all leadership qualities that have helped the team achieve record-breaking revenue streams.
Prior to joining Presidio Bay, Brandon served as an asset for various firms such as Swift Real Estate Partners, Colliers International, Kilroy Realty and CBRE. Brandon studied Business Administration at California State University, East Bay. Outside of his role, Brandon loves to travel as much as possible.
John Meany
Acquisitions & Development
John Meany serves as an Associate on the Acquisitions & Development team, driving new business development, project execution, asset management and business operations.
John brings more than 5 years of commercial real estate experience to the firm. Prior to joining Presidio Bay, he served as an Assistant Vice President with Newmark’s Multifamily Capital Markets Debt & Structured Finance group. In his previous role, John partnered with three senior producers on loan origination, underwriting and management across a variety of capital sources, including Fannie Mae, Freddie Mac, banks, life companies and fund investors.
John received a master’s degree in Real Estate from Georgetown University’s School of Continuing Studies and a bachelor’s degree in Economics from the University of Virginia. John is a member of Urban Land Institute and when not at work, he enjoys playing tennis, skiing and attending live music shows.
Nico Perez
Property Management
Nicolas Perez is an Assistant Property Manager. A solution-oriented team member, Nicolas is responsible for understanding the full picture of each asset including their physical and financial health, creating and maintaining positive tenant and vendor relationships, performing routine inspections, and managing vendor biding and project timeliness.
Previously, Nicolas was an Assistant Property Manager at SOL Commercial in San Francisco for three years. He prides himself on finding innovative solutions to improve processes and customer experiences. Nicolas is a graduate of St. Mary’s College of California where he also earned his Master of Business Administration. In his spare time, he can be found in the air as he pilots fixed-wing aircrafts or volunteering with Create a Smile where he advises on digital marketing funding and volunteer strategies.
Jarek Romero
Accounting
Jarek Romero is the Accounting Manager at Presidio Bay. He handles a range of accounting responsibilities, including reporting, month-end closing, and managing accounts payable and accounts receivable, ensuring that all transactions are processed accurately and efficiently. Additionally, Jarek oversees leasing administration within the accounting system and plays a key role in budgeting and reforecasting to support financial planning and decision-making.
With over 13 years of experience in real estate accounting, Jarek is adept at tackling challenges and continuously expanding his expertise. In his previous roles, he successfully established the commercial accounting department and initiated the CAM (Common Area Maintenance) processing, including addressing backdated CAMs. He also streamlined the month-end closing process, showcasing his comprehensive expertise in various accounting functions.
Acknowledged for his problem-solving abilities and critical thinking, Jarek’s innovative solutions and keen eye for reducing unnecessary costs have made him a valuable asset to Presidio Bay in the field of real estate accounting.
Alexis Stewart
Program Director, Presidio Bay Foundation
Alexis Stewart is the Program Manager of the Presidio Bay Foundation, a nonprofit that administers the annual Presidio Bay Real Estate Development Scholarship Program. She's responsible for the successful execution of the program and oversees strategies around stakeholder, student, and volunteer recruitment.
Bringing ten years of real estate experience and three years specifically dedicated to the diversity and inclusion field, Alexis shares her passion through partnering with youth and the community, managing and expanding the program through outreach, partnerships and marketing, and fundraising. These efforts reach and impact students and industry partners nationwide, which ultimately champions the growth of the Foundation.
Born and raised in the Bay Area, California, Alexis is a tenacious and authentic professional specializing in strategic organizational programs to promote culture, equity, diversity, and community engagement. Her community work includes having served as a board member of Home For A Home, a nonprofit that funds the construction of homes for families in Guatemala, and volunteering as a returning guest speaker for iDEntity, a nonprofit that teaches multigenerational approaches to DEI.
Garrett Walton
Design & Construction
Garrett Walton serves on the Design & Construction team. In his role, Garrett oversees the successful delivery of a variety of needs for projects within Presidio Bay’s real estate portfolio, including design development, permitting, preconstruction and construction.
Garrett has over nine years of ground-up and renovation work experience with commercial and multi-family development projects. Prior to joining Presidio Bay, he was a Project Manager at Maximus Real Estate Partners, where he led the design development process, oversaw construction, and managed post-production close out. Most recently, he successfully renovated a 350-unit, 22-building apartment community in Menlo Park.
Garrett earned a bachelor’s degree in Construction Management from California State University, Chico. Outside of the office, he enjoys the outdoors, whether hiking with his wife and dog or camping trips outside of the city.
Sam White
Design & Construction
Sam White is a key lead in Presidio Bay Ventures’ Design & Construction department. Bringing his over 10 years of real estate development experience to the firm, Sam oversees a team of consultants and contractors to spearhead the delivery of development assets throughout the entitlement, design, construction, and occupancy phases.
Prior to joining Presidio Bay, White earned his foundational knowledge and expertise of the many development phases while working at public and private agencies such as USCB Planning Department, UCB Design & Construction Services, and Amec. Later transitioning to the private sector, White concentrated on project management while working for a boutique developer in Santa Barbara – subsequently launching his six-year journey as the Lead Project Manager for outdoor hospitality pioneer AutoCamp, where he developed five luxury properties across the US.
White earned his bachelor’s degree in Environmental Sciences from UC Santa Barbara, in Santa Barbara, California. He is a member of the real estate trade association Urban Land Institute (ULI), whose mission it is to shape the future of the built environment for transformative impact in communities worldwide.
